Two Palestinian teenagers were killed by Israeli army fire in the occupied West Bank village of Al-Mughayyir on Wednesday night, the Palestinian health ministry reported, following confrontations sparked by a dispute over livestock involving Israeli settlers.
The ministry identified the deceased as Omar Mohammad Naji al-Nassan, 19, and Khalil Rasem Khalil Shahada, 16. Both were shot during clashes with Israeli forces in the village located approximately 30 kilometers northeast of Ramallah.
According to Amin Abu Alia, head of the Al-Mughayyir village council, the incident began when Israeli settlers attempted to take sheep from two homes in the village. Following the confrontation, Israeli army forces imposed a siege on the community before entering its center, Abu Alia said.
The village official described how Israeli forces positioned snipers inside buildings who opened fire on residents attempting to confront the settlers. The Palestinian Red Crescent reported that both teenagers sustained critical gunshot wounds—al-Nassan to the neck and Shahada to the back—and were transported to hospitals in Ramallah where they were pronounced dead.
The Israeli military offered a different account of the events, stating that forces had secured the village entrance to facilitate the return of livestock belonging to Israeli civilians found in the area. The army said a violent riot erupted during the operation, with individuals throwing cinder blocks and stones at soldiers.
"The forces responded by firing at key instigators in order to remove the threat," the military statement said, adding that the incident's management was under review.
Rising violence in disputed territory
Al-Mughayyir sits surrounded by ten Israeli settlements and outposts and has experienced approximately 40 documented settler incidents in the first seven months of 2025 alone, according to UN humanitarian monitoring. The village's strategic location between Ramallah and the Jordan Valley has made it a recurring flashpoint for confrontations.
The killings occurred against a backdrop of sharply escalating violence across the West Bank. Since the Gaza war began on October 7, 2023, more than 1,100 Palestinians have been killed in the territory by Israeli forces or settlers, according to UN documentation. At least 243 of those killed were children.
During the same period, 48 Israelis, including both civilians and security personnel, have been killed in Palestinian attacks or during military operations in the West Bank, according to Israeli official figures.
Settler violence has surged dramatically, with UN data documenting 1,291 incidents in 2023, rising to 1,449 in 2024 and 1,835 in 2025. The first four months of 2026 averaged 190 attacks per month, putting the year on track to exceed 2,000 incidents. Israeli military and Shin Bet security service figures showed 867 nationalist-crime incidents by settlers in 2025, a 27 percent increase from the previous year.
International legal framework
The incident occurred in Area C of the West Bank, which comprises approximately 60 percent of the territory and remains under full Israeli civilian and security control under the Oslo Accords framework. This administrative division, originally intended as temporary, is home to an estimated 180,000 to 300,000 Palestinians and at least 325,500 Israeli settlers.
Israeli settlements throughout the occupied West Bank are considered illegal under international law by the United Nations Security Council, the International Court of Justice, and major human rights organizations, though Israel disputes this characterization.
The escalating settler violence has resulted in the full or partial displacement of 107 Palestinian communities since January 2023, affecting approximately 5,900 people. Nearly 2,000 Palestinians from 43 communities have been displaced in 2026 alone, according to UN humanitarian coordination documentation.
Footage from the Ramallah medical center showed mourners gathering around one of the bodies draped in a Palestinian flag. Carrying the remains outside the hospital, mourners chanted traditional expressions of grief and defiance.
