Abu Dhabi signs four OpenAI agreements after Crown Prince meets Altman
Abu Dhabi entities signed four agreements with OpenAI covering government services, energy and investment after Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan met CEO Sam Altman in the capital. Sheikh Khaled witnessed the signings, which included the launch of an initiative to make selected government rules readable by AI systems.

AI adoption and government transformation
Sheikh Khaled, who also chairs the Abu Dhabi Executive Council, discussed closer AI cooperation with Altman and ways to accelerate its use in strategic sectors. Their talks addressed government transformation and innovation, as well as existing work to bring AI into public services and major industries through investment in digital infrastructure and national talent.
The agreements support Abu Dhabi's economic and development priorities, including higher productivity and competitiveness as the emirate builds a knowledge-based economy driven by innovation.
"Abu Dhabi and the UAE are setting a bold, global standard for AI integration across both the public and private sectors to make sure the benefits of AI reach everyone," Altman said. He also said OpenAI was proud to support the UAE's ambitions, citing a shared commitment to safety, accessibility and responsible innovation.
Food imports pilot puts machine-readable rules to work
Abu Dhabi Government and OpenAI launched what they called the world's first AI-native Machine-Readable Government initiative. It forms part of the emirate's effort to become the world's first fully AI-native government.
The project will put selected policies and regulations into machine-readable form so AI systems can help officials assess routine regulatory compliance, including permit and certificate applications. Assessments will be linked to the applicable regulation, but officials will keep oversight and remain responsible for final decisions.
The Department of Government Enablement - Abu Dhabi is leading the initiative. Its first pilot is already operating at the Abu Dhabi Agriculture and Food Safety Authority, where it focuses on food imports. Processing uses OpenAI's UAE inference residency, with GPUs in UAE data centers performing the real-time computing.
ADNOC agreement builds on earlier AI deployment
ADNOC's agreement with OpenAI and G42 subsidiary Inception42 makes it the first energy company to deploy OpenAI's frontier technology. The partners plan to bring advanced AI into ADNOC's operations, connecting operational, investment and commercial decisions more closely to improve productivity and efficiency.
The deployment will use OpenAI's GPT models and inference infrastructure located in the UAE. It supports ADNOC's stated ambition to become the world's most technology- and AI-enabled energy company.
ADNOC had already committed to a separate large-scale AI deployment before the November 2026 agreement. On March 10, 2025, AIQ, a Presight company, announced a three-year contract worth $340 million to deploy its ENERGYai agentic AI solution across ADNOC's upstream operations, spanning more than 28 producing fields.
According to AIQ, it developed ENERGYai with ADNOC experts in collaboration with G42 and Microsoft. The solution brings together OpenAI models, the Azure cloud stack and the Open Subsurface Data Universe (OSDU) framework.
Investment analysis and a five-year UAE partnership
Mubadala, Inception42 and OpenAI signed an agreement to use advanced AI in investment analysis. The work will cover identifying opportunities and evaluating risks, with the aim of supporting informed decisions and creating long-term value.
Inception42, G42's agentic AI company, had separately introduced an investment tool called Alpha at SuperReturn Middle East on October 13, 2026. Designed for institutional investors, including private equity firms and sovereign wealth funds, Alpha analyzes Confidential Information Memoranda, diligence packs and portfolio data.
According to Inception42, Alpha identifies diligence gaps early, evaluates deals against criteria set by each institution and prepares investment memos whose claims can all be traced to source documents.
The fourth agreement is a five-year partnership between Inception42 and OpenAI to broaden advanced AI adoption in UAE government, enterprise and education. It will provide enterprise AI solutions for large UAE organizations, pairing OpenAI's models and AI engineering expertise with Inception42's applied AI capabilities and consulting services.
