Dubai RTA enforces strict rules on vehicle modifications as noise violations reach 12,000 in 2026

Dubai's Roads and Transport Authority has confirmed it will not issue permits for major engine modifications, excessive noise levels or any alterations that change a vehicle's original factory specifications, as part of strengthened enforcement efforts that have already resulted in fines for more than 12,000 vehicles this year.

Ahmed Mahboob, Chief Executive Officer of the Licensing Agency at the RTA, said the restrictions are designed to protect road users and ensure vehicles continue to meet approved safety standards. The regulations come under Cabinet Resolution 117, which tightened technical safety requirements for modified vehicles across all seven emirates starting from late 2024.

Mahboob urged vehicle owners to consult the authority before carrying out any modifications, warning that some changes may involve significant costs but ultimately fail to meet regulatory requirements. The RTA has specialist teams that assess proposed modifications and can advise owners on whether they comply with approved standards before any work begins.

Legal framework and penalties

Under Article 73 of the UAE Traffic Law, unauthorised structural or engine modifications carry a fine of AED 1,000, 12 black points on the driving licence, and vehicle impoundment for 30 days. Major illegal modifications involving engine displacement or those compromising safety can result in fines up to AED 50,000.

For noise violations specifically, driving a vehicle that exceeds the 95 decibel noise limit results in a fine of AED 2,000 and 12 black points on the driver's license. The UAE federal noise limit for passenger vehicles at idle is 74 decibels, while the 95 decibel limit applies when measured at 0.5 meters from the tailpipe at half of the engine's maximum revolutions.

Vehicles causing noise or disturbances may be administratively impounded under Article 2 of Decree No. 30 of 2023, with a release fee of AED 10,000 in Dubai.

Enforcement technology and data

Dubai has deployed noise radars in residential areas including Jumeirah, Al Barsha, and Downtown that automatically capture license plates and issue fines when vehicles exceed the 95 decibel limit. According to Dubai Police's General Department of Traffic, authorities issued fines to 12,019 vehicles in 2026 for unauthorised modifications that caused excessive noise and disturbances.

Mahboob noted that modifications must not alter a vehicle's engine or components in a way that changes its original specifications. Vehicles supplied by manufacturers are built and tested according to international safety standards, he said.

Approval process

Vehicle modifications in Dubai require approval from both the RTA and the Emirates Authority for Standardization and Metrology, with modifications needing to be performed at ESMA-certified workshops. The authority can recommend adjustments to proposed modifications to ensure they comply with regulations, rather than requiring owners to reverse unauthorised changes later.

Mahboob stressed that no permits are issued for substantial engine upgrades or modifications that increase vehicle noise. The overriding objective of the regulations is to safeguard drivers, pedestrians and all road users by ensuring vehicles remain within approved safety requirements.
