The Abu Dhabi Judicial Department has strengthened the efficiency of its litigation system during the first half of 2026, achieving a 79 per cent increase in criminal cases that were both filed and adjudicated on the same day compared to the corresponding period in 2025.
The performance reflects the success of ongoing efforts to accelerate judicial procedures and align operations with international best practices, according to the department's first-half performance indicators report.
Structure and Leadership
Established in 2007 under Abu Dhabi Law No. 23 of 2006, the Abu Dhabi Judicial Department operates a local court system in parallel with the UAE federal judiciary. Led by His Highness Sheikh Mansour bin Zayed Al Nahyan, UAE Vice President, Deputy Prime Minister and Chairman of the Presidential Court, the department oversees a three-tiered court structure comprising Courts of First Instance, Court of Appeals and the Court of Cassation, with specialized chambers handling civil, commercial, labour, family and criminal matters.
Court Performance by Division
During the first six months of 2026, the Abu Dhabi Family, Civil and Administrative Claims Court reviewed 11,305 claims and achieved a completion rate of 99 per cent. The Abu Dhabi Commercial Court processed 9,176 claims with a 98 per cent completion rate, while the Abu Dhabi Labour Court handled 1,958 claims at a 97 per cent completion rate.
These figures demonstrate the effectiveness of the case management system and the integration of judicial procedures, enabling the courts to meet institutional quality benchmarks consistently. The 2025 full-year data showed the department achieved a 99.39 per cent case resolution rate across all litigation levels, adjudicating 290,670 cases out of 292,466 filed, with average adjudication times of 39 days for first-instance cases and 26 days for appeals.
Penal Orders and Criminal Procedures
As part of the drive to expedite criminal case resolution, the Public Prosecution issued 4,014 penal orders during the first half of 2026. Penal orders are a mechanism in UAE criminal procedure law that enables public prosecutors to swiftly resolve certain misdemeanours by issuing penalties without full court proceedings, applying to offences punishable by fines and imprisonment of up to three years. The workflow system is designed to accelerate procedures and enhance performance efficiency while maintaining quality and accuracy.
Regional Performance
Completion rates varied geographically across the emirate. Abu Dhabi courts recorded a 98 per cent completion rate, while Al Ain courts also achieved 98 per cent. Al Dhafra region courts reached 99 per cent, confirming consistency in judicial performance and the consolidation of operational practices across all jurisdictions.
Digital Transformation
The performance indicators align with broader digital transformation efforts across the UAE judicial system. Nationally, 94 per cent of court cases are now processed online, with fully digital courts enabling hearings to be conducted from anywhere in the world. In 2025, the Abu Dhabi Judicial Department reported a 525 per cent increase in digital attestations, reaching 1,250,104 transactions compared with 199,902 in 2024, while courts conducted 553,100 civil hearings and 82,175 criminal hearings via video conferencing.
Dubai's judicial authority has pursued parallel digital initiatives, completing 1.7 million smart requests and holding 24,507 remote hearings in 2025, according to the emirate's annual judicial report.
At the federal level, UAE Federal Courts achieved a 99 per cent adjudication rate in penal cases and 92.6 per cent for civil, commercial and personal status cases, with an average litigation speed of 58.9 days, as reported at the Federal Court Presidents Forum in 2023.
The Abu Dhabi Judicial Department's first-half 2026 results underscore ongoing improvements in the efficiency, sustainability and competitiveness of the emirate's justice system, supporting the delivery of swift and accessible judicial services.
